lagoon pit agitation

Is it used as a lagoon, built big enough that it doesn't need pumping every year or is it simply an earthen storage basin, just basically a dirt/clay pit that is pumped every year.

How is it used, is it for hog manure or is it for water runoff off of a cattle feedlot?

I have a earthen storage basin for hog manure that I pump and haul with tanks every fall. It is absolutely necessary for me to agitate before and during pumping. Even with agitation there is a considerable amount of solids left in the bottom.
