Yes, it is an inoculant. It does come with an extender. If you use it on plain seed the time frame is closer to 120 days. I do not know about all the different treatments out there, but if it is applied with a Trilex/allegiance seed treatment, then the no. of days is reduced to 90 days ahead of planting.
