I'll leave it to rob or someone else to drag numbers out, but the amount of subsidy goes up considerably beyond what CAT costs.  

From my point of view, with the numbers here, I don't see CAT ever paying anything.   Since it doesn't cost much of anything, I suppose that is about right....probably around an even payback, much like most of the other subsidized policies.
