USA | Unless something has changed, the IL seed law does not specify what the germ level is for selling seed. A person could legally sell 25% Germ beans and not be in violation of the seed law, as long as the tag stated that level. I know of a person in IL that planted beans tagged below 70% Germ last year, that was imported from SA by one of the Big Boys.
