Oklahoma | I had the same thought with a few slight exceptions. The hex head is inside the hub. I can get the bolt off the outside of the hub to put the allen wrench down in to try and remove the whole assembly but that hex bolt won't budge. I tried grinding all the the top of the hub off but it apparently is some how tied to the assembly by the bolt within the hub.
I think its time for the gas ax and then like you said, take vise grips and get the bolt out. I hope I can cut the hub open without cutting the inside head off.
