How about drill the cement and install your waterers, but don't tighten the anchors real tight just now, then come back in a month or so and tighten them down. Those wedge anchors put some stress on the crete, I wouldn't be too concerned as long as you're not too close to the edge of the cement.
New cement and wedge lock bolts?
