What size pipe is the one that goes through the dam? If you want to run one pipe at a angle, it will need to be much larger than that.
I,m sure they designed this with a drop pipe because a drop pipe will handle more flow, able to get more "head" of water on the outlet to flow full.
If one pipe at a angle is used, water will need to be 2-2 1/2 times the diameter of the pipe ABOVE the top of the pipe to flow full. You would need to add a lot more dirt to the top of the dam for this to work.

How much freeboard is there in the lake? (elevation difference from where water flows into the drop pipe to the emergency spillway).

What state are you located in and what kind of pipe was there, metal or aluminum?

450 acres is a lot of water to control, you need to do it right.
