The one fan runs all the time and blows unfiltered air through a diffuser which is supposed to send most of the dust back outside. The second fan is controlled by the cab speed selector switch, it sucks air from the sides of the diffuser, through the filter, and then you can breathe it. I had to replace the first fan motor in the 9400 a couple years ago, figured it was there for a reason, but after reading the other comments here maybe that fan is helpful under conditions which are not prevalent for most of the machines in use.

If you have a machine you intend to keep a long time, or would like to prolong the life of the A/C system, you might consider disconnecting the wire to the clutch on the compressor when the climate gets cold enough that A/C is not needed. Otherwise it runs all the time UNLESS the temp selector is set to max heat OR vent only. Kind of a wasted use of the A/C compressor, specially when it wears out and has to be replaced.
