One of the guys who worked for us a couple years ago figured it out....he would spray them down with soapy water, start them, lay them on the floor and jump about 3 feet off the ground onto the center of the wheel, then put the bolts in and put them on the planter. 

I'd probably be on my way to the emergency room for a cast and crutches.
