Best money I ever spent was on a 'Drill Doctor' drill sharpener. If your bits are cheap, then maybe your 1/4" wasn't sharp from the factory? I don't know, but you can do more with one sharp bit than a bucket full of dull ones. I don't know a lot about it, but if you're drilling much metal, you need to start with a 1/4" or smaller, and step up to bigger sizes. The pilot hole needs to be at least as big as the width of the 'web' at the center of the bigger drill. (Look straight at the end of the drill, you'll see what I mean.)
For smaller holes in thinner material, I don't bother with oil. I think it's as much or more for cooling as it is for lubrication.
