I'm sorry, I'm still not buying this, and I feel that you're being taken for a ride here.

First, how in the world did the strainer get torn? Nearly impossible unless it was damaged at the factory. I don't care how plugged it was. Second, how did that sand get into the high pressure pump? The HP pump is charged by the main oil pump, which has its oil filtered FIRST. I'm sure there wasn't enough sand in that block to plug the oil filter.

Third, there's no way that oil starvation is going to cause the oil to overheat. Besides, if the screen was torn, then the pump wasn't starving, right?  The main oil cooler is tied directly to the EGR cooler.  If the Main oil cooler has a restriction caused by the pump, or else where, it will overheat itself and the EGR cooler and the EGR cooler overheating will cause the aux. fan to run constantly.

Fourth, this still doesn't explain why the fan was on "all the time". If it was caused by what the tech seems to think caused it, the fan should not have been on as the engine was warming up.  It would kick on after about 5 mins of warm-up and never go off.

I'm sorry, but this story is just not adding up for me.
