You are chopping hay that is too dry. Chop it sooner.

Gumming will be the least of your problems if you chop too much at this moisture level. Haylage will not pack as well in silo/bunker and will not ferment as well. Watch for silo fire!!

This all presumes you are putting it in a stave silo. If you are storing in a Harmitstore, all bets are off.
