The front pipe in the pictures is all that is necessary. I would think that the rear one would be more harmful then anything and I don't understand what it is supposed to add to the design.

With a 9600 or similar combine you really don't need the short tires.

We have several fith wheel steer ex-NH3 running gear we use. They require a little care to make sure you load with enough clearance for the front wheel to turn, but they trail great.

I built some hooks to go over the back frame of the head to chain them down, but they are seldom used.

I can't imagine that the DOT is going to bother a header trailer behind a combine. Looks like an implement of husbandry to me, but who knows.
