You have to be careful and not put too much N or K fertilizers down with seed. Phosphous is usually ok, but don't expect dramatic results if your soil fertility is generally good. Here is a bulletin on putting fertilizer with wheat at seeding that was done in Western Canada a few years ago. A disc opener would be similar to the the narrow hoe mentioned in the bulletin.
