I am a big supporter of no-till,,,, but as Matt and Jim have stated, Ashtabula county is NOT ranking very high on no-till success. Mostly heavy ground, poor drainage, and short growing season really hurt the odds. The fact that this ground has not been farmed in recent years means that it is probably in the bottom 50% of productive soil for that county.

With all that said, there could be reasons that GOOD ground was idled and that this could be a gold mine of opportunity. I just wouldn't get my hopes up. If he wants to no-till next year, I would spray it with 2 quart glyphosate, mow the residue about a week later, round bale the residue and throw the bales in the woods. If he is able to do all this without getting stuck every 5 minutes, then go on to the next step. Hit it with lime as soon as possible and put down some P and K this fall too as per soil tests. Hit with glyphosate +2,4d again in the spring and drill in some beans a week later.
