In E Manitoba we farm black gumbo clay if we don't work the land in fall it will stay wet far longer in spring making a short growing season even shorter.There is rarely time or labour for spring cultivations as soon as the land will support machinery we start seeding (usually early May).Blowing is not a problem if you don't overwork the land.We usually chisel once then heavy harrow to leave a rough surface which the winter breaks down.
As you go further west zero till becomes more popular, the soils are lighter and the climate dryer, retaining seedbed moisture becomes very important.
