Ray,

One option may be to use a true commercial grade low-band antenna which can be tuned to CB freqs. The Maxrad MLBDC2700 is one solution we have commonly installed for CB applications. This antenna uses the conventional NMO mount the same as your two-ways. Your two way supplier should be able to get this for you, if not I would be happy to help. This antenna is designed to work in applications with little/no groundplane while maintaining good noise dissipation and low VSWR.
