It looks to me they pick out a few guys who were baltently bin-running and scare teh hell out of them with fines, jail, first-born, ect. They let the rumor mill go ape-crazy for six months or so, and then settle for a small fine and a requirement to use 100% Monsanto products for 15 years or so.
More of an attempt to scare everybody straight than get revenge. Local seed dealers said their RRSB sales were up 40% the year after. | |
