That thing is both a two stage regulator and a vaporizer in one package. The first regulator stage drops full tank pressure to about 12 psi,the second stage regulator drops the 12 psi down to where no fuel will exit the regulator stage unless it senses a little vacuum from the engine. that primer button manually opens the secondary regulator to feed a little "primer" fuel under pressure instead of vacuum to help the engine start.
The fact that it takes a lot of pressure to press that prime button with the engine off,tells me that the primary regulator valve is shot and allowing full tank pressure to the secondary regulator. the secondary regulator can not take full tank pressure as it is only designed for about 12 psi. That much pressure on the secondary regulator stage is making it flood the engine so it only runs at high speed. The fix is a Vaporizer/regulator rebuild kit that will have new diaphrams and valves in it. If the regulator/vaporizer is a Century or IMPCO brand,you will find the primary regulator valve which is just a pencil eraser size rubber disc partially blown away. Installing the rebuild kit is not hard,but the adjustments must be exact,so follow the directions to the letter. Have been through this exact situation with a half dozen IMPCO Vaporizer/regulators.
