If it's dark and you cant see it you should not fly. There is a course with the AMA, they discuss night flying they do state it is ok as long as navigational lighting is used. Bicycle lights are not strong enough. The FAA defines daylight operations as the time between Sunrise and Sunset. Twilight is considered 30 minutes before official sunrise and 30 min after official sunrise. commercial ops are prohibited during twilight hours and nighttime hours unless a waiver has been issued to the operator from the FAA. Also within that link the FAA states : "Do not fly in adverse weather conditions such as in high winds or reduced visibility." Reduced visibility pertains to non daylight hours in my interpretation.
