Is the https slowing things down on NAT ?

Seems page loads are slower now but can't tell if that is just here since DSL service is horrible anymore from mid afternoon until midnight when the traffic and load picks up. Sometimes it's little better than dial up speed anymore. Phone co. claims it's the best they can do and has no plans to upgrade service.
