I was just at a meeting yesterday where this subject came up. A rep of NRCS says using these tools does not qualify as No-Till, because they work across the whole width of the soil surface. Under NRCS guidelines, they would fall under the category of "mulch-till".
They are not saying they are bad to use. However, if you are getting Equip funds for using No-Till practices, these kinds of tools are not allowed.
Note: I asked about deep rippers. They are okay if/because they create a narrow slot that will close up, and they do not work across the complete soil surface.
