Farmers in Argentina do not have to pay royalities because Monsanto NEVER REGISTERED RR in that country. They failed to meet the timeliness of submission of the paperwork. Anyone can sell or use RR soy in Argentina. Monsanto tries to make the farmer there look like a theif, but Monsanto screwed up.
