No,surface applied anhydrous ammonia fertilizer would not work,but solid manure and especially liquid manure is not anhydrous ammonia. Liquid manure is hydrous ammonia like 28% liquid nitrogen,which is most often surface applied . I would think that solid manure with a lot of solids like long un chopped bedding would be more likely to dry out under some conditions and gas off some nitrogen as ammonia,but anything that has soaked into damp soil as a liquid,should be very stable.
