The banner is when you post, either as a reply or a new post. It's part of the creation of posting. It's nothing to do with windows or the browser per se. If you post using HTML or post a picture then you use the HTML Editor rather than the basic editor.
As you could see from the picture there is nothing but squares rather than icons showing bold, italics, pictures etc.
