My policeman son in law and an ex state trooper both told me independantly that a shotgun is generally a waste of time. You grab the M16 if you remotely think you will need anything beyond the power of the 9mm on your hip. Neither expounded on the why too much. I would assume that the shotgun lacked the keep them down power that the 9mm or M16 had.
This young officer would have probably known he might not make it out alive but went in with the hopes of slowing the man down some how. He acted with compassion-something that is not seen very often.
