msb: Assuming this is the Red River valley area, you notice the snow & ice that moved into the area up there. I think the blonde would be kinda blue in a short time. Not saying it wouldn't work for a time, but....

Menno, lay a ladder down between sawhorses, put the tipped cones in between the rungs, about every other square, and you can fill a lot of bags in a short time with enough people.

As to the original question, I think it might be asking about cleaning up the sandbags now? There are what, 2.5 million sand bags sitting out there pretty wet & cold & need to be picked up again over the next 2 weeks, typically off of a berm or someone's wet backyard or other not so heavy machinery-friendly locations. Folks are pretty worn out from stacking them up over the past week, want to get on with their lives, not spend another week of removing them and carrying them to a street & onto a truck.

Some soet of belt conveyor would ne my guess?
