Many ports won't allow ships with arms aboard in, for one thing. The eevviiiilllllll Blackwater has been outfitting a ship just for anti-piracy duty. The idea would be to get 3 or 4 ships together in a "convoy" so one support ship could keep track of any pirate activity.
