I don't think the final version has passed yet, we need to call our reps and tell them to leave well enough alone!
If we don't think our kids are ready at 16 and 1 month "WE" can hold them back a while!
He**, at this rate a kid will have to be 21 to get a licence by the time my daughter is close to that age.
