the deposit needs to be on ALL bottles and cans sold. Water and Gatorade/Juice bottles included.
I'd even be in favor of putting a deposit on McDonalds and Walmart bags. Apparently it takes about 25 miles for some people to finish they're Big Mac so they can throw the bag out in my ditch.
