southern MN | Yup, I grasp your issue then.
My iPads want to get internet from whatever WiFi signal they are attached to first and foremost. I need to shut the wifi off if I want them to find internet someplace else. You can’t shut the WiFi off of course.
What you need to find is a way to tell it to keep the WiFi open for your data, but forget about using the WiFi for internet. Look over ‘here’ at the Bluetooth for that instead.
This database gets confusing, because they are talking about your iPhone as the hotspot. But they seem to offer ideas on connecting the iPad. At one point it says ‘on iPad use WiFi...’ which is not a good sign. They have links to look up more info on the concept.
