You can download a Windows version of Apple's iCloud that works. You can also put Microsoft's One Drive and Google Drive cloud programs on all of your devices and do the same thing. Seems Apple wants money quicker than other for their services.
Pictures taken on an iPhone show up automatically on our Windows desktop.
