I have tried the cleaning brush on all rows and didn’t see any difference.
I have tested them with a handful of bin run corn but the brush should work as well. If you can see the lights in each row, you are at least getting power/ground to the sensors. Usually those were wired with a hot and ground from the monitor went to the harness and split to go to each row. That part must be working. Then each row led back to the monitor on its own individual pin.
On those basic monitors, the row light should blink as a seed passes by, meaning blinking was desirable.
I would check for obvious corrosion and wire breakage at bend points but it seems unlikely that this would be a problem for all rows.
