I suggest contacting the PA Attorney General's office.  See if they can help.

The other thing I see.... sometimes people contact the local TV station about a particular problem they can't get solved.  Putting a TV investigator on it helps.  In your case, this may not help, as the problem is not a local one. I would start with the Attorney General's office and see what they say.
