Normally we'd suggest updating drivers to keep up with Windows, but I guess XP won't have had any recent updates.
Best option is going to be that USB mouse, it should install itself if you are online and would probably manage with windows own driver.
The other point is sound about advanced power options shutting ports down to 'save power' after a period of inactivity.
