You can use payroll in QB just fine if you enter our own figures.  I have been doing that for years.  Depending on your employees, they may want a different amount of withholding of federal compared to what charts say anyway.
You can get the W2, W3, 1099, 1096 forms from the IRS for free.  There are many software companies that you can get set up for doing them also.  I have been using Adams, Used to buy a kit at Sams club years ago but am not a member anymore and not sure if they still sell them.
