I didn't watch the video.  FTA (free-to-air) tv has been around for quite a while and yes you can buy dishes and receivers that allow you to receive almost any programming that exists.  The receivers either have or require you to flash them with some software in order to 'unlock' most of the signals.  As far as I could tell from my research in the early 2000's, this is stealing (outside of the free broadcast channels available with a regular antenna).  They are circumventing the encryption that the satellite companies use.  It's relatively easy, cheap, and totally illegal with little to no chance of getting caught.  Your choice...
