Florida oranges go to juice because the humidity and thunderstorms cause lots of abrasion, which makes the skin of the orange have scarring and off color areas.
California citrus grown in low humidity, with no summer thunderstorms, has near perfect skin and markets better to consumers.
In my experience Florida oranges often taste better than California oranges, unless you know someone in the industry that can get you one of the good varieties from a good grower. I've had citrus at the tulare show that was amazing. Nothing like it at a store I've ever seen. Probably directed to restaurants and food service in real world application.
