You mentioned that you are able to do a static calibration. This eliminates some potential problems.

Have you tried applying for real with the rate set to manual? This might offer some insights into your problem.

Some of the more common problems are Master switch OFF, but yours shows ON. Zero Rate for Product but you show 500, No High Current power to the module, but you can do a static calibration. Auto Swath ON, but yours appears OFF so that should be OK.

You are using a Raven Fast Close valve for bed control (could be others) and a PWM valve for spinner control (must be PWM). Your control settings for the bed of Servo and spinner PWM settings seem reasonable.

I'm quite certain that the Spinner module does not have an implement switch branch like some modules. If it does, it would need to be jumped since you would not have an implement switch.

I would try unchecking the auto spinner speed as a temporary test to see if you can then get the bed to move. Having the hyd hoses connected incorrectly can cause some strange results. I've seen several times when I would expect no action but got strange results.

Are you using Power Beyond or a regular SCV. Are you using a motor return coupler or the SCV. When doing a static test the spinners would be disabled and maybe there is enough flow for the bed but not when the spinners are being used.
