Other side of the coin here is when it’s too wet and too cold as most springs are, the covers aren’t growing yet so use no moisture but shade the ground keeping it cold and wet.
Mikes pics look more like a strip till vs seeding direct test.

  Paul, that one picture sure looks like it could be strip-till, but is actually direct seeding.
 One thing you might do is find out what the native vegetation is for your area and go from there to find a suitable cover crop that will give more growth in your climate.
