When it's dry, you can subtract 20% from whatever chance they give for rain. When you are wet and saturated, you can add 20% to whatever chance of rain is forecasted.
That’s been my experience, also.
Had some wet years, here, recently and a rain system seemed like it just would not clear out. A lot of wrap around moisture instead of going on thru.
Now….in the dry “dome”. Rain goes around, either North or South.
I guess long term it averages out…..doesn’t make it any easier, though.
