I don't know the laws in IL - might check with your extension office for what your laws are.

In MO it actually varies by county. There are some counties (1/3 to 1/4 of the state maybe) where you pay for the right half the fence whether you have livestock or not. That's how it is where I live, and I have no issue with that since I have cattle. In other counties, if you don't have livestock or rent your ground out to someone who does, you aren't required to put any money towards the fence. But if you start grazing within a certain number of years after the fence is built, the person who built the fence can come back on you for partial reimbursement (I think it gets added to your property taxes, but I don't know for sure).
