OK Panhandle | I would be very careful about changing where the environment variables are pointed. Since it sounds like you already have programs installed, once you change the Programs Files location variable, those programs will probably stop working because the computer will now be looking at a location where the needed files don't exist.
I get what you're wanting to do, but my experience has been that it's best to keep the OS and program bits together, then separate the user settings/files the program generates onto other drives.
You can also change where new content/apps get saved in Windows 10+, maybe this will do what you need:
