With your soil appearing to have had tillage and corn being that size , I'm saying some kind of rodent. Could be field rats, tree squirrels, ground squirrels. With bare soil and little of anything for a food source, those small stalks would be a tasty treat for hungry critters. I've seen similar a few times.
