Jig saw with a custom made base plate. Jig saw blades for thick and thin metal are pretty easy to come by and easier to control than a Sawzall type setup.

Here is what I made to cut poly circles for reel shields out of old poly skid plates. 

Adjustable increments by moving pivot bolt.
