For me that is classic result of a seed lot with poor seed vigor (low cold test). Looks like you have several gaps where seed did not emerge combined with seedlings that emerged over a window of time that is unacceptable. I would do some stand counts versus your target and contact my seed supplier. If you want more coaching on what to say or questions to ask let me know. This is my world and you should not accept that result.
