I have purchased used and refurbished notebooks and desktop computers in the past from newegg.com. Price is reasonable and delivery is pretty fast. You just have to make sure it is sold and delivered by newegg and not some third party from China.
I actually bought new computers from their precursor company (ABS) in the late 90's. I used to sell 30-40 computers a year as a side hustle. Put 2 kids through college removing virus' and malware at $35 a pop.
