Central IL | Should be in machinery talk for better replies but meanwhile you are ingesting water into the combustion chambers from somewhere. Most likely a leaking head gasket or cracked head but could be the fuel tank or a cracked block. Revisiting your post it is also possible that you are flooding the motor with too much gas due to the carburator float allowing the carb bowl to overfill. Checking for water or gas in the crankcase oil should help identify the problem.
