| Do yourself a favor and break it! Those valves are abomination should have never been put into production. First thing is guys build a water key to turn them and turn the wrong way or spin them like a gate valve. I would replace with a butterfly irrigation, or a brass curb stop valve. I would rather have a gate valve vs. PVC one. You might have to dig it up, if stuck open could be something stuck in it. Coud just a have rock under the handle stopping it. | |
