I agree. Have a field I planted arg on and still have patches I fight every year. Cover crops have a place and I have some fields we put on every season, after tillage.
If you have a true hard pan you can’t stick a probe through a deep ripper is way more economical and efficient than a cover. Fix your issue then plant a cover to pull up nutrients and hold the soil.
